Punjab Government mandates HSRP Installation by June 30, Refuses extension

The Punjab government has made it mandatory to install High Security Registration Plates (HSRP) by June 30, 2023, and has refused to extend the exemption, with vehicles failing to comply facing challans and blacklisting.

In a recent development, the Punjab government has refused to extend the exemption given in High Security Registration Plates (HSRP), mandating all categories of vehicles to install them by June 30, 2023. After this date, the challans of vehicles not fitted with HSRP will be cut or they will be blacklisted, as announced by the Punjab government.

The rule to install HSRP was made mandatory according to Rule 50 of the Central Motor Vehicle Rules 1989, from 1 April 2019. However, the Punjab government was providing relaxation in this regard, but has now clearly refused to extend the date. The government has announced that every old and new vehicle must have HSRP installed.

As per the last information issued by the Punjab government, vehicles that do not have HSRP may have to pay a challan of up to Rs 2,000 for the first time, and Rs 3,000 for the second time. The Punjab Police will launch a special drive to crack down on vehicles that fail to comply with this rule.

The website of Punjab Transport has a list of vehicles registered in Punjab (Vahan 4.0) that are pending for HSRP fitment. Vehicles sold before 1st April 2019 have to apply at http://www.punjabhsrp.in. After this, the date, time, and center have to be selected to get the affix done. Home fitment is also available on this website, but at an additional cost. Vehicles manufactured after April 1, 2019, will have to contact the motor vehicle dealer.
