Texas authorities seek extradition from India, missing boy’s parents under investigation: Read why

An Indian origin man Arshdeep Singh and his wife Cindy Rodriguez Singh, are being tracked by federal authorities in the US and India. They are under investigation on the charges of abandoning and endangering a child, a second-degree felony according to Texan law. Cindy Rodriguez Singh, aged 37, is the mother of 10 children, 3 of whom live with their grandparents. One of her children, Noel Rodriguez Alvarez, is a special needs child who was last seen in November last year, shortly after the October birth of his twin sisters.

Arshdeep and Cindy reportedly live in dismal conditions, in a shed located in Everman, a suburb of Fort Worth, Texas. The search for Noel began on the 20th March, following a request made by the Texas Department of Family Welfare which led Everman police to seek Noel’s whereabouts. The police stated that Arshdeep and Cindy had left the country on the 22nd of March, with their 6 children, which did not include Noel. The authorities subsequently issued warrants for the arrest of the couple on charges of abandoning and endangering a child.

Since the couple are said to have travelled to India, where their exact location is unknown, Texas and federal authorities are now seeking the help of Indian authorities to facilitate their extradition. The Texas authorities intend on seeking answers as to the where abouts of Noel, since his body has not been recovered despite an active search that still persists. With regards to their communication with Indian authorities, the police have stated that they have made contact with the appropriate agencies in India and have been assured complete cooperation. They look forward to hearing from their Indian counterparts as and when new developments appear. They have also said that the parents are prime suspects in the case as they have sifted through circumstantial evidence and interviews to eliminate all other possibilities.

Sources also state that Cindy was caught in multiple lies such as the boy being with his biological father or aunt in Mexico, or the more alarming claim that he had been sold to a stranger at a local fiesta market parking lot. However, thanks to interviews, search warrants and collaboration with Mexican authorities, these claims have been rubbished. The investigation also made it clear that Cindy was an abusive mother to Noel. The investigation also suggests that Cindy referred to Noel as evil, possessed and demonic. She is said to have believed that his presence would harm the twins. Relatives of Cindy said that food and water was withheld and Noel was struck, often in the face if he drank water. When last seen, Noel was described as looking weak and malnourished. Authorities have also stated that Cindy has an extensive criminal history and was previously the subject of an investigation by Child Protective Services as well. These are the potential reasons as to why she fled to Arshdeep’s home country of India before the warrants were issued.
